The curious ghost employees

The retired Navy Captain Carlos Eugênio Maurmann Cardoso has lived with his wife and daughter in Balneário Camboriú, in the coast of the State of Santa Catarina, since 2002. Even still he managed to get a job in 2003 in the Legislative Assembly in the State of Parana – his name was in payroll until March 2009.

Gazeta do Povo located Maurmann at his spacious ocean view apartment in Camboriu, located ten steps from the beach. “We’ve lived here for 8 years,” he declared, without knowing he was being taped. When questioned about how often he travels to Curitiba, he answered: “I always go to the doctors there. I have relatives in Curitiba.”

Assembly daily file #80, from October 7th, 2003, shows that Maurmann was hired to work at the office of State Representative Geraldo Cartario, whose political powers were revoked last year. It wasn´t possible to locate any record of the captain’s admission or dismissal in the files until March 2009, when his name magically appeared in the House payroll. The only possible conclusion is that he wasn’t fired in that period.

Gazeta do Povo contacted Cartario. He said he had no idea who Maurmann was. “The name doesn’t ring a bell. I worked there [Legislative Assembly] for 19 years. I was Chief Whip. I can only confirm that [if I know Maurmann] on Monday. I have no idea who he is. Honestly. I don’t recall having signed his nomination” said the former State Representative.

Gazeta do Povo and RPCTV tried twice to contact Maurmann at home again, so that he could give his official version of the facts. In both occasions he was said to be travelling.
