The reporter’s team of Gazeta do Povo and RPCTV had Access to 724 official diaries of the Legislative Assembly of Parana, published between 1998 and 2009. To make the crossing of information possible, the journalists wrote down in some worksheets all the workers movement. Part of this worksheet, on the last four years of research, turned into the “inside the secret diaries” that is part of a big search system which will make possible the verification of the analyzed diaries (read the tutorial to know about navigation).

Were more than 15 thousand lines copied, character by character distributed in more than 20 information columns, and in addition five revisions. Among the revised information, there is the name of the server, place of work, position and if he was commissioned or officially examined.

That data base was the fundamental Stone of the series “Secret Diaries”, published during the last week. Thank to it, it was possible to understand the logic of the functionality of official diaries, which is the roll of the extra diaries, how the secret acts are undercover, besides identifying several ghost workers and make comparisons between the workers that appear as hired on the data base and those who had their names published by the Assembly on the called transparency list.

On the special website “inside the secret diaries” it is possible to make searches by server name, work place, diary in which the movement was published or the number of act/door. There will also be available search filters, so it will be possible to view only the hiring, firing, retirement or the kind of fact the person wants to see. There are 23 filters.

The version of the internet base includes the publications between January 2006 and March 2009. The choice of publishing only this period is because it is the more precise information period.

All the numbered diaries published in that period were found by the team, and other extra diaries. This data base more recent concentrates 526 of the 724 official diaries found by the reporters and got more than 8 thousand information lines.

That way, it is possible to say that the information the people will see on the website are absolutely faithful to those kept by the Assembly registration and any exception would be able to be done with the exposure of one of the 2.178 secret acts.

Besides using the search system, people would be able to download on their PC the official diary Page, where is in fact the movement, by clicking on the shortcut that leads to a pdf document.

There is also a 120 pages list with all the assembly acts and the diary in which everyone could be found. Considering the numeric order, the Assembly should have published 5.494 acts in total.

However, as published by Gazeta do Povo and RPCTV, the Assembly did not showed 2.178 acts in any numbered or extra diary. For these acts, instead of diary number, there is the word “secret”.

MP-PR receives copies of the series documents to be analyzed

The Public Ministry of Parana (MP-PR) received this Monday (22nd) copies of the documents used by Gazeta do Povo and RPCTV to denunciate the irregularities on the Legislative Assembly of Parana. The 724 diaries will be used to check out new investigations on the Assembly.

The documents prove that ghost employees where hired, and extra diaries where published (no number, no date), measures adopted by secret acts, among other irregular activities. And from this Monday on, all citizens would be able to check out the data base used to make the denunciation on the series Secret Diaries on the website “inside the secret diaries”.

“We now have other significant elements that show the existence of irregular stuff and crimes practiced on the Legislative Assembly”, said the general justice attorney of Parana, Olympio de Sá Sotto Maior Neto.

Six out of the eight Public Patrimony Protection attorneys investigate the irregularities of the Assembly. Besides, the Special Acting Group against Organized Crime of the Public Ministry (Gaeco) is also in this case.
