Assembly’s “transparency list” is fake

The Legislative Assembly of Parana has more workers than published. Documents that Gazeta do Povo and RPCTV have received exclusively shows at least 35 people are not in the House list, published last year, but received payment in January, February and April 2009. There is other worker that is not in the list and got paid in February, March and April last year.

Among these employees, are some related in some way to the President of the Assembly, Nelson Justus (DEM), and to de General Director of the Legislative, Abib Miguel, known as “Bibinho” – that has announced yesterday his dismissal.

The reporters looked for these people who have been paid by the Assembly but are not in the list of employees. The president of the Legislative, Nelson Justus (DEM), by his press advisory team informed that he was not able to answer yesterday because the contact was made too late and the Human Resources Department was closed. The general director, Abib Miguel, did not want to talk.

The list of employees of the Parana’s Legislative, on March last year was published on April 1, 2009. So, 35 workers did not receive they payment exactly in the mentioned month – rising up a suspect that their missing in that list was deliberate so they did not appear as workers of the Assembly.

During the time of the publishing of the list, it was named as “transparency list”. It was the first time the Assembly published the name of its 2.457 official workers. In that time, the president of the Assembly, deputy Nelson Justus (DEM), declared something that today seems prophetic: “may God guide my way for none of the employees [name of the worker] might be out of this list”.

Larger Number

The total amount of workers that are not in the list could be even bigger than the 36 mentioned. In a surveillance done based in more than 700 official diaries, the reporters did not found registration of exoneration or retirement of 607 workers of the personnel table. The documents show functional movement – naming, vacation, licenses – that proves they’re active workers. So, they’re names should be in the workers list, but they are not.

Gazeta do Povo and RPCTV concentrated efforts in the investigation of 35 names exactly for the fact that all of them received payments in January, February and April last year and not in March – month that served as a base for the creation of the transparency list. It also appeared a worker that received her paycheck in March, but is not in the list.

Justus and Bibinho

An employee that is not in the list but has been paid was hired for the presidency Office, of congressman Nelson Justus, according to the Official Diary n.º 125, of October 22, 2008. The worker Felipe Kampmann Bittencourt received his paycheck in January, February and April 2009, but not in March. The reporters did not have access to the information on the amount passed to his account.

At least 7 out of the 35 workers that are not in the list are in some way related to the fired director, Abib Miguel, Bibinho. One of them is Douglas Bastos Pequeno, accountant of Bibinho’s ranch in São João d’Aliança, in Goiás. Bastos Pequeno received R$ 35 thousand in January and February 2009 – wages above the maximum allowed by Law for a public server of the Assembly, which is R$ 20 thousand (the reporters did not have access to the information on the amount deposited in April). The same happened with the accountant’s daughter, Viviane Bastos Pequeno, which had in her account the same value during the first month of last year.

The reporters got to know an unusual situation with other accountant’s daughter. Josiane Bastos Pequeno received payment in March 2009, month that the list was released. But she is not in the list of workers of the Assembly. Documents reveal that besides March, she received Money in February and April2009. Other people related to the general director who are part of the list of the 35 are his sister in law (Josemi de Lara Cichon), the gardener son (the baker João Maria Vosilk), an employee of his office (a server Pierre José Gbur) and his mother (Clori de Oliveira Gbur).

In Josemi account were three deposits – in January, February and April 2009. The reporters did not have access to the value deposited in her account. Vosilk received, in January and February, R$ 36 thousand (two salaries of R$ 18 thousand; the reporters did not have access to the value of April).

Gbur, that lives in Boqueirão neighborhood and work in a night club in Curitiba, got near R$ 17 thousand per month in January and February, and an unknown value for April. His mother is part of the hole in the list. She got R$ 17 thousand in January and more R$ 17 thousand in February last year. An unknown value was deposited in her account in April 2009.

Reporters have no information by the related

The reporters asked the called in about the workers that got paid by the Assembly but are not in the list of employees. The Legislative president, Nelson Justus (DEM), by his press advisory team, informed that he was not able to answer yesterday because the contact was made too late and the Human Resources Department was closed. Josemi de Lara Cichon, Felipe Kampmann Bittencourt and the Bastos Pequeno family was not found. In João Maria Vosilk house, a family member said that he was not there. In an interview to RPC TV, Pierre Gbur was the only one to talk. Said that he do not have access to the values deposited by the Assembly in his account. He also said that his mother, Clori Gbur, did not receive any money from the Legislative.

PV pressures for the information to be known

The reaction to the irregular situation of the Assembly started annoying other representatives. Yesterday, the Partido Verde (PV) in Paraná published a note in which it demands the retirement of every involved employee. “It is not enough for the investigation to create an internal commission that is formed with internal people. In this case the information given to the people could be untrue or partial”.

The congressman Douglas Fabrício (PPS) also wrote: “I defend the rigid investigation of the denouncement, with quick elucidation of the situation for the irregular situation and guilty to be verified and then proceed with the necessary measures for its rectification”. On Wednesday the PPS and PCdoB also asked for solutions.

The president of the Assembly, Nelson Justus (DEM), by his press advisory team, said: “I have said and confirm that nothing is going to be with no answer during the investigation”.

No date

The publishing of the Legislative Assembly of Parana diaries on the internet – as determined by Justus, on Wednesday – it depends on technical viability studies and that is why there is no period of time for the measure to be valid. The information was confirmed yesterday by the congressman Durval Amaral (DEM), in charge of this task. “We are not defining terms, but we are working to upload the diaries on the internet as soon as possible and guarantee that everybody has Access to them”, said Durval, who already defended the online publication on Tuesday, as well as other congressman.
